From 1982 until 2007, Dr. Koch held a series of senior positions on the White House National Security Council Staff, Office of the Secretary of Defense, Department of State, and U.S. Arms Control and Disarmament Agency focused on nonproliferation and arms reduction policy. As Director for Defense Policy and Arms Control on President George H. W. Bush’s National Security Council, she worked on PNIs under President Bush.
