In this episode of The Negotiator Files, Franklin Miller, discusses his role in the Strategic Arms Reduction Treaty (START) I and II negotiation and verification processes while offering advice for the next generation of arms control experts. Franklin Miller, served at the White House from 2001-2005 as a Special Assistant to President George W. Bush and as Senior Director for Defense Policy and Arms Control on the National Security Council staff. Before this, he was at the Defense Department as Deputy Assistant Secretary of Defense for Nuclear Forces and Arms Control Policy (1989-1993), Acting Assistant Secretary for International Security Policy (1996-1997), Principal Deputy Assistant Secretary for Strategy and Threat Reduction (1997-2000), and again as Acting Assistant Secretary (2000-2001). In these positions, he played a key role in the negotiation processes for START I and START II.
