In this episode of The Negotiator Files, Monte Mallin discusses his role in the negotiations of the Comprehensive Test Ban Treaty (CTBT). The conversation focused on international negotiations leading to the treaty’s signing, the treaty’s verification measures and the formation of the Comprehensive Test Ban Treaty Organization (CTBTO), and advice for the next generation of arms control experts. Mallin also touches on negotiations for the Fissile Material Cutoff Treaty (FMCT). Mr. Monte Mallin was the Director of Policy for the National Nuclear Security Administration (NNSA) until his retirement in 2025. Prior to the NNSA, he was at the Arms Control and Disarmament Agency and then the Department of State, where he was a Senior Advisor to Undersecretary of State John Holum and was a key participant in CTBT negotiations.
