With five decades of experience in national security and nuclear policy, Ambassador Brooks served as Deputy Administrator for Nuclear Nonproliferation at the National Nuclear Security Administration, Assistant Director of the U.S. Arms Control and Disarmament Agency, Chief U.S. Negotiator for the Strategic Arms Reduction Treaty, Director of Defense Programs and Arms Control on the National Security Council staff, and a number of U.S. Navy and Defense Department assignments. As Chief Negotiator for the first and second Strategic Arms Reductions Treaty, at the rank of ambassador, he was responsible for the final preparation of both treaties.
